Charting Problem in Excel 2010

I recently elected to create a new file with an accompanying chart
but, since I haven't done this with this newer version, I am confused
about navigating to add a vertical axis label AND a chart title at the
top of the chart. This used to be a simple procedure but now I can't
find a way to do it! Thanks!
