Charts for each record in report

I have a report which groups by Dept, starting a new page for each dept. I
have added subreports based on cross-tab queries, which show data by
month/year, and also type of complaint by year. Now I would like to add
dept-specific graphs from the data compiled, but I can't seem to find a way
to get it to do what I want. Any help?
example:
Dept 1
Jan Feb Mar Apr ...
2006 4 6 2 3
2007 3 2 1 0

Dept 1 2006 2007
Attitude 5 3
Billing 1 4
Care 2 1

Use a subreport for second part that uses a crosstab also for the data.
