Cheap and Easy Sub for FrontPage 2003

[Cal Golfer]

I am developing a site for local church, and we want their staff to do some
of the updates after we go "live".
Some of these planned contributors to the site are fairly PC illiterate and
I worry about the damage they could do with the full version of FrontPage to
do updates to their part of the site.

What other HTML editing programs would you recommend for someone like this?
Any with built-in FTP?

My gut reaction is not to allow people who are not PC literate to go
tweaking your site. Just because they aren't using FP doesn't mean they
can't cause problems.
