Well, F7 works fine here (Office 11.5.1 on Tiger 10.4.11) as does
Command+Option+L, so these are a few possibilities to consider:
1- You, the OS or some other app has assigned F7 to something else,
2- You may have accidentally "unassigned" the stroke while poking around in
the Customize Keyboard dialog,
3- There's a hardware issue that needs to be addressed,
4- Your prefs or Normal are corrupt.
Go to Tools> Customize> Customize Keyboard, click in the "Press new shortcut
key" field, the press the F7 key & observe what displays below the field as
"Currently assigned to" - it should say: ToolsProofing
If it indicates that the key is not properly assigned locate the
ToolsProofing command in the upper right list & assign the F7 key to it. If
it *does* show as already assigned the problem evidently lies elsewhere.
Check System Prefs for Exposé & dashboard as well as others that use
shortcut keys, then check the keyboard shortcuts used by any of your other
software/utilities/add-ins that may be running in the background.
If you need to go further, follow the S.O.P for testing prefs & Normal.
