Check to see if DB is locked

Is there a way to programmatically check if a remote
database is locked (I'm thinking of how a message box box
up stating that DB <Whatever> has been placed in a state
by user <whoever> on machine <whatever> - I just need the
yes/no of the deal)? If so, please post an example.
