Checkout project in Project Prof and Queue

Why doesn't the Queue Item show that a project has been checked-out by Project Professional but it shows that the project has been checked back in?

Same activities are not processed through the queue. Things that need
immediate service bypass the Queue. So a Check Out is not processed by
the queue, but a Check In does go through the Queue.

Also, the Queue prioritizes jobs: a "check in" will get higher
priority than updates to the reporting database for example and jump
to the front of the line.
