Chinese Access Runtime

Is it possible to generate a runtime version of Access 2002 in Chinese
(simplified or traditional) on a UK PC? I see the languages are available in
the wizard language drop-down but the wizard then requests some Office
components that I don't have available. Do I need a Chinese version of
Office XP? Thanks!
