Chinese Character Input Expanded Pane

Does anyone know how to open the Traditional Chinese Character Input Expanded
Pane?

It is supposed to pop up with a right arrow click on the single column pane
in Word 97 (Chinese) run with XP (Chinese), and it also works with Word 2007
run with Vista. But it does not do the job with Word 2007 English run with XP
Chinese.

Anyway to get around the problem?
