chinese simplified Characters in filenames

I am running into an issue with outlook 2007 attachments that have Chinese
characters in the file name. Normally files come in as .rar files (zip) but
when I try to open the file I get a message stating file in not a valid rar
format. Other local users running office 20033 can open the file without any
issue on the same version of Winzip 12.1
