Choice Groups

I have a form containing one choice group. When I preview it, I notice the
first choice in the menu is "Remove Group1". If I click this, I'm left with
blank form. I mean really blank -- no text, no controls...nothing. And no
choice-group menu to choose one of the other sections. Is there a way to
disable "Remove..." so that that the user must choose one of the sections and
cannot leave themselves in limbo with a blank screen?
