Choose language for sorting in Excel 2004

I am using the English version of Excel 2004. I cannot get Excel to sort a list of Swedish names by the Swedish alphabet. Unlike in Word, setting the language under the Tools menu to Swedish does not seem to affect the sorting function.

Has anyone found a solution to this problem?
