Used to be I could pick a picture from clip art and make a border. It

They say when you get old, memory is the second thing to go, and I
forget what's first. :)

You never could make a page border from clip art using the Borders
dialog. This article explains the process you need to go through in
all versions of Word: http://sbarnhill.mvps.org/WordFAQs/BorderArt.htm

AHA! I think I did this in Publisher and then carried it over to Word....
However, where is the "Border Art Dialog Box" in Publisher? Supposedly from
there, I can go over to Create Custom.

And thanks for telling me you can't do it from Word.... I truly thought I
had lost more memory!

In Publisher, you'll need to have a text box or AutoShape. In the Format
AutoShape or Format Text Box dialog, on the Colors and Lines tab, click on
Border Art. In the Border Art dialog, click Create Custom, then Select
Picture.
