Clicking 'Bullets' command makes Normal bulleted

In Word 2003, when I click on the 'Bullets' command in the Formattting
toolbar (ie, when I apply it to some selected text), it makes my Normal style
bulleted. Changing Normal's Numbering formatting in the Styles and Formatting
menu to remove the bullet only works until the next time I choose the Bullets
command.

I'm using a custom Word template, though when I try copying the Normal style
from the Normal.dot into my custom template, nothing changes. This was also
happening in new documents created with Normal.dot. Forcing Word to create a
new Normal.dot didn't help.

Note that 'Automatically Update' is NOT checked for Normal or any other style.

How do I fix this so that using the 'Bullets' button doesn't affect my
Normal style?

If it's not "Automatically update" then it's formatting stored in the list
galleries. Do the following: Click Format | Bullets and Numbering. For each
of the list formats, select it, and click the Reset button. If that doesn't
work, exit Word, and delete the List Gallery Presets key in the registry.
