Clicking Deny permanately disables send & Receive

When replying to an email Outlook 2007 I received the following message from
Outlook: An IP address was attempting to access port 25 was given the option
to deny or accept. Wanting to investiagte I clicked deny. I have run AV and
found noting on my system I am now unable to send or receive email. Question,
where do I go to disable the "deny " action.

That would be up tot he firewall you're using. You told your firewall to
deny port 25 access. Port 25 is what SMTP clients use to send mail. Read
the documentation for whatever firewall you use or read its Help pages. If
it's the built-in Windows frewall, then ask in a Windows newsgroup.
