clicking on Define Send/Receive Groups does nothing

I'm able to send emails but auto-send/receive on startup does nothing. Trying
to define a Send/Receive using the Tools-Send/Receive Settings-Define
Send/Receive Groups does not do anything - no window comes up so I can
actually define a send/receive group. I can manually receive emails,
however, by choosing the group in the Send/Receive menu.
