client not able to test server existance

i just re-installed project server on a new machine, and when i tried to
connect to it through the "Project Professional" it would give me this error
message when i test the connection to the server:
" You are not authorized to view this page
You do not have permission to view this directory or page using the
credentials that you supplied"

can any one help me out here??

it looks like i didnt add enough permissions to view the files or access
them on the IIS.
sorry for the hasty post.
