If you have the Microsoft Office Developer Edition (MOD),
you can create an installation package that can install
your ADP / ADE file and the Access run-time files on the
target PCs so that these can use your application. The
MOD licenses you to distribute the Access run-time files
royalty-free but you will need the MS-SQL Server CAL
(Client Access License) for each PC.

Basically, MDB/MDE/ADP/ADE needs a copy of the Access
installed on the PC. However, the Access version can be
full version (license required for each installation) or
run-time version (distributed royalty-free by the MOD).
The run-time version can be used to run the database but
cannot be used to modify the *design* of the database as
all design features are disabled.
