Client Side Rule is not getting activated

Hi,
I am on Outlook 2003. I have my mailbox setup locally and all my rules
(which used to be server only) are now "client only" rules as they got
converted when I switched my INBOX from server to my local machine.

I have around 20 odd rules. but The problem is that only a few rules are
activated and the remaining all are 'unchecked' and hence don't run when the
new mail arrives. I have to manually run the rules to filter the mails.

I tried activating all the rules and the following error message is
appearing -

"One or more rules could not be uploaded to exchange server and have been
deactivated. This could be because some of the parameters are not supported
or there is insufficient space to store all of your rules."

Can someone help me in getting it fixed ? It is such a pain manually move
the messages from inbox to folders or run rules every few minutes.

Can you give us an example of one of the client-side rules that is not
working? (Don't post real e-mail addresses.)

Many rules which are not enabled are of the nature that if an email comes
from an individual sender then move it to a specific folder...As simple as
that and a few rules where the sender is an email list.

Now the scene is that anytime a new rule is added then it gets registered
but is not enabled due to the error message mentioned earlier.

I have to run all the rules manually 'Run Rules now' throughout the day to
move the emails to respective folders.

Hope I am able to explain.
