In Both cases you must file import the image or clipart into your FP site before you use it in a page
|I tried adding clipart directly from FrontPage via Insert-Picture-Clip Art.
| I've also added an image from Microsoft Office Picture Manager (which is
| saved as JPG) via cut and paste. Either way, when published and I look at
