clip art on word documents

how do I get clip art to stay where i put it? I click on format picture,
layout, etc etc but if the clip art is at the bottom,,, there is a certain
pt. where the art disappears and is on the next blank page. for c.art at
the top, it stays for awhile and sometimes, not all the time, it too
disappear and is on another page.
also: if you have clip art side by side, why when you format picture and
click ok when done does one of the pictures move, sometimes on top of the
other c.art.

The crucial issue here is about whether your clip art is floating, or is
part of the text layer. As a start, see
