It's *all* copyright. Even if the original image is out of copyright, the
file on your computer belongs to *someone* -- the original creator, or
someone whose right ultimately derives from the original creator. The issue
is whether you have a licence to use it for any particular purpose. You need
to read the licence agreement to determine that.

If it came from Microsoft, you can incorporate it into your documents
(whatever the purpose of the documents), but not sell the clipart on its
own.

If it came from elsewhere, the most common conditions are either as for the
Microsoft stuff, or free for any non-commercial purpose. In some cases you
have to include a credit somewhere.
