Clip Board is stuck on "print screen"

I cannot cut, copy or paste. When I cut or copy the image is not copied onto
the clip board but an image of the entire current screen. When I open Clip
Board and clear all images, the Clip Board starts filling with the same
current screen image until there are 24 identical images. Clear again, loads
up again with screen images. Can anyone help me figure out what's going on??
I ran Office repair and rebooted several times of problems persists. Thanks
