Clip Organizer Cannot Complete the operation....

The error message im getting when trying to open clip
organizer is "Clip Organizer Cannot Complete the
operation, Interface not registered, Error Code 0x80040155"

Ive tried reinstalling office 2003, tried a new MDAC and
the computer does not have PCAnywhere installed on it
(these were all solutions from support.microsoft.com).
This is a win 2k machine, 256 MB ram. I uninstalled office
2000 premium and then installed office 2003.
Any Ideas?
