Clip Organizer Error

I have just started getting error messages upon trying to
start up Clip Organizer. It gives the following error:

Clip Organizer Cannot Complete the Operation

The Specified Procedure Cannot Be Found
Error Code 0x8007007F

And then it can't do anything. Can't add clips, and
nothing appears inside. I've tried uninstalling and
reinstalling Clip Organizer, but get hte same result.
HELP PLEASE!
