Clipart error in all office products.

When trying to insert a clipart in Publisher, power point, etc, the following error occurs:
"Clip organizer cannot complete the operation. Error code 0x800C0008" What was interesting; in admin mode, I was able to insert photos but not cartoon art.
I've seen many suggested fixes for this and have tried all but reinstalling the office products. This I can't do becuase the product is installed as part of out image.
We are running WinPro 2000 and office suite 2003.
Any suggestion? Only htis system is having the problem. Thanks, Jim
