Clipart in Office 97 and Pub98

Dear colleagues,
When logged on as a member of the admin group I am able to
Insert pics from Clipart, but when an ordinary user logs
on and tries tho do the same, the following error message
comes up; "ARTGALRY: The clip gallery is in use. Close the
Clip Gallery that is already running and try again." Is it
permissions or what??? The error message is not helpful.

Try giving modify rights to permissions to C:\program files & c:\winnt

also use regedt32 and give users modify rights to the registry key
'HKLM\Software\'
