ClipArt Install Not Installing Fully?

Even after installing Office with Enterprise and Media
Content CDs, ClipArt doesn't fully install. If you don't
have admin rights, you are unable to copy pictures. If
admin goes in and copies the pic, then user can log in and
copy the same pic and pics like it. Has anyone ran into
this pain before?

We have run into similar problems in which our users were
required to be part of the power users group in order to
access certain functions in the program. I don't know if
this helps but I thought I would put my 2 cents worth in.
