Clipart won't open in Office 2004 Clip Gallery

When I double-click on the .cil file, it tries to launch, then I get
an error saying that this file can only be opened from the Clip
Library.

If I go to the Clip gallery and try to open that file, I also get an
error saying that it can't open the file's database...
