My available clipart selection has shrunk considerably (just a couple
selections per category). This seems to have happened suddenly, with no
clear trigger. I can view (and presumably download) clipart online, but this
is tedious.
What I've tried:
I have re-installed Office, and attempted to repair through the "ADD/REMOVE"
function as well as through the CD. Nothing.
I also tried "compacting" my clipart, with no results. I also followed the
steps in http://office.microsoft.com/en-us/clipart/CH010220461033.aspx, also
with no results.
I called Dell (under whom my system is still warrantied), to see if they had
heard of this issue. They hadn't.
I'm not willing to download each piece of clipart individually from the web,
so I'd like to get my clipart back on my system.
I'm running Office 2003 Professional on Windows XP.
Any suggestions?

Office 2003 came with a minimum of clipart. It searches Microsoft's site for
it. If you don't have a network connection, you won't get many (if any)
hits.

I have a constant high speed internet connection that has been the same for
months, so, unless a setting has changed, I should have access at all times.

Empty your temporary cache, in Internet Explorer, tools, Internet options,
delete, delete files.
Check your firewall to be sure you are allowing a connection to Office.

Put Office in your trusted zone.

In Internet Explorer, tools, Internet Options, Security tab, high-light Trusted
Sites, click Sites button, clear *Require server verification (https:) for sites
it this zone*. Type http://office.microsoft.com in the address bar, click add.
