close and minimize button do not appear

I have developed an app in access 2000. It has hyperlinks to reports in a
form which when clicked bring the report up. The report comes up maximized
utilizing a macro, but the close and minimize buttons do not appear unless
you click the zoom button and then click the maximize button. Is the report
inheriting a setting from the form? How can I make the close button appear
the first time the report opens?
