Close Tasks to Update

Hi,

Can anyone gives me clarification on this. I've select a project to Close
Tasks to Update from the Close Tasks to Update page. However, when I click
to My Task I am still able to edit the task that the project was published to
be close tasks to update. So does this function only works on actually
select the task to close down but not the entire project name?

My second question was if a project is set to close tasks to update from
project server does project professional able to open the project, modify the
information and publish the project back to the project server?
