closed file still thinks it's in use

Anyone ever tried to open a Project file and have the
software give them a message that a file was in use, and
tell them that the user editing the file was themself?

I have had several instances lately where the file appears
to be in use when I know it's not. Is there some setting
I need to change, or is this a common fluke with MS
Project 2000?

Any help is appreciated.
