why after opening outlook to read my mail I'm finished and deleated all
items does outlook fail to close and stay in task bar and the only way to
close it (stop it running) is to go to task mgr and use end process?

I've faced this problem in MSO2010beta. Adding new email accounts, like Gmail, cause it. I got over it by waiting till all emails (trash/junk included) was downloaded. Manually deleted from MSO account. Then the account was removed. Exit MSO. Reboot. Open MSO. Exit MSO to check it does not show up in Taskbar. Reboot. Add new account email from Gmail. Boy, was I tired!! But it worked fine after that
Pardon me if you fail. I did this with OS Vista Ultimate.

Okay, I give up. Just HOW DO you close Outlook? You never mentioned what
exact actions you take to close Outlook. Maybe all you're doing is
minimizing it to the tray area of the Windows taskbar. Maybe you have a
backup add-on that needs time to actually do the backup but you don't wait
for it to complete. Maybe you installed an incompatible add-on and Outlook
is hanging on exit because the add-on hangs when ask to unload.

Did you retest after starting Outlook in its safe mode?

Run: outlook.exe /safe

Close Outlook: When you sense trouble use File>Exit. Avoid using the Red-X. When you reboot (in your kind of trouble), a window may open to say Outlook did not close properly do you want to open in Safe Mode. Say Yes for the first time after reboot and follow. And No after 2nd Reboot
AddOn: Only one: FAD (Forgotten Attachment Detector)
Retest: No I did not need to. I merely opened in safe mode and removed gmail accounts. Exit through File>Exit. Reboot. Restart Outlook normal. Readded Gmail account. (of course after deleting every thin in trash, junk, inbox of gmail or anywhere else in gmail only, the first time or in safemode - before readding gmail).
