CMW problem setting shortcut for applications

We are in the process of going from Lotus Notes to Outlook and upgrading
Office XP to Office 2003. Some employees are going to be getting Outlook
2003 first with Office 2003 being deployed later. We are also going to have
employees that will have Office 2003 before Outlook. When we install Office,
we have the shortcuts show up under All programs. This is working when we
install Office with the custom installation wizard (CIW) when office is put
down before outlook. The problem we are having is when outlook is put down
first and then we use the CMW to install the rest of office, we can't specify
where to put the shortcuts. They end up in the default of all programs,
microsoft office, then list each office product. Is there a way to change
where the shortcut appears on the start menu when using the custom
maintenance wizard (CMW)? Or should we be using the CIW to install office
even though outlook has already been installed? We haven't tested office
first then outlook, but I'm assuming we'll have the same issue with the
shortcut for outlook.
