codepage errors

We are a worldwide company and recently I have ran into a problem that I need
help with. Heres the details of my current environment.

Backend: SQL 2005 SP1

Project Server 2003 SP2a with post SP2a hotfix applied

Sharepoint Portal Server 2003 SP2

WSS 2.0

The problem that I am having is that some of our users in Japan installed
the Japanese Language MUI onto their laptops and they are no longer able to
log into project server. They get the "Incompatible codepages" error.

I was able to recreate the error by installing the MUI on a test system and
even changing back to English in the Regional and Language settings in
Control Panel do not fix the problem. Once you install this language pack
the errors persist.

I tried running a hotfix that was supposed to force the language on the
client to use the same as the server but it didn't work. I have also been
trying in our test environment to install the MUI's for Server and Project
Server to the farm but the project server language pack keeps failing with
the error:

Error 25623 Failed to connect to SQL Database (-2147217843 ProjectServer)

Does anyone have any ideas what I can do to fix this problem? I would
really appreciate any input you could provide!

The failure to connect to the database indicates that the account you're
working with doesn't have access to it.
