codepage uncompatible, The project pro 2003 can not connect to project server 2003

I have a project server english version with chinese MUI package installed
on an windows server 2003 chinese version, and the sql server 2000 chinese
version with sp3a was instaled on another windows 2000 server chinese
version. I can connect to sharepoint service successfully but i can not
connect server by project pro 2003, i got the errro: The server is using the
codepage: 1252, the computer is using the codepage 936

I have checked the Microsoft Knowledge Base Article - 328958, and i have
added the registry like this:

[HKEY_CURRENT_USER\Software\Microsoft\Office\MS Project\Codepages]
[HKEY_CURRENT_USER\Software\Microsoft\Office\MS Project\Codepages\936]
[HKEY_CURRENT_USER\Software\Microsoft\Office\MS Project\Codepages\936\1252]

anyone can help me?

How Microsoft Project Professional reads and writes data to the database
server
Associated with Microsoft Project Server is a key issue. Microsoft Project
Professional communicates with SQL Server through ODBC by sending and
receiving
ANSI characters. If the codepage of the client computer running Microsoft
Project
Professional is not compatible with the codepage of the computer running
SQL
Server, characters will be translated incorrectly or, if unrecognized, will
be
converted to the "?" character.

Problems can occur when a Microsoft Project Professional user opens an
enterprise
project, the enterprise global template, or the enterprise resource pool
where: (1)
a project, calendar, or version name contains extended characters and (2)
the
user's operating system codepage setting does not match the server
databases
Codepage setting. In this case, the extended characters are converted to
"?"
characters. If the user saves the project, the project name will have
changed
because the original extended characters were converted to "?" characters.
This
results in a new project being created.

As a result, the codepage of the SQL Server and the codepage on the client
computer running Microsoft Project Professional must be the same. As an
example, to use the English version of Microsoft Project Professional with
the Japanese version of Microsoft Project Server, the client computer must
have its codepage set to
Japanese.
