collaboration not creating XML files in Viewdrop folder

When I collaborate my project information in Project
Server 2003 it is not creating my XML files in the
viewdrop folder. My Project Server Views Notification
service is up and running. End result - When I go into
Project Web Access, click on one of my Projects, I get the
message saying "There is no information to display...
