collabsible lists

Hi, I have tried everything following instructions to a
tee, but can't get a collabsible list. I am using
frontpage 2002 and windows melenium. What could I possibly
be doing wrong.
Create a collapsible list
In Page view, create an outline or a multilevel list.
How?

Place the insertion point where you want to create an
outline.
On the Format menu, click Bullets and Numbering, and then
click the Numbers tab.
Click the box with the style of numbers or letters you
want to start with, and then click OK.
For each item you want in the outline, regardless of its
eventual level, type the item, and then press ENTER.
When you have typed the last item, press ENTER twice to
end the list.
To format items as a paragraph on the current level
(without bullets or numbering), select the items, and then
click Increase Indent once.
To apply numbering, lettering, or bulleted styles to the
different levels, select an item on a level or sublevel,
right-click, and then click List Properties on the
shortcut menu.
On the Numbers tab, click the box with the style you want
to use.
Do one of the following:
Set the entire list as collapsible

Select the text that is at the highest level of the list.
Right-click, and then click List Properties on the
shortcut menu.
Select the Enable collapsible outlines check box on the
tab that is displayed.
If this option is not displayed, you have not selected all
the items in the list or level.

if you want the list to be collapsed when the page is
first opened in a Web browser, select the Initially
collapsed check box.
Note If your list contains many items on the same level,
each level - including the additional levels below it -
will be collapsible if you perform the steps above. In
addition, all levels below the original one will also be
collapsible.

Set only one level in the list to be collapsible

Select the top level item.
Right-click, and then click List Properties on the
shortcut menu.
Select the Enable collapsible outlines check box on the
tab that is displayed.
Note If your list contains many items on the same level,
each level - including the additional levels below it -
will be collapsible if you perform the steps above. In
addition, all levels below the original one will also be
collapsible.

Notes

To test your collapsible list, click Preview , and click
the top level of the part of the list you collapsed.
Collapsible lists are supported by Microsoft Internet
Explorer 4.0 or later, or other Web browsers that support
Dynamic HTML.

OK, try this:

1. Open a new blank page.
2. Type: one (return)
two (return)
aye (return)
bee (return)
sea (return)
three (return)
four (return)
3. Select all these lines, then click the Bullets button
on the Formatting toolbar.
4. Select the aye, bee, and sea lines, then click the
Increase Indent button on the Formatting twice.
5. Select the entire list, "one" through "four".
6. Right-click the selection, then choose List Properties.
7. Select the Enable Collapsible Outlines checkbox,
then click OK.
8. Switch to Preview mode and click "two".

Note that you select Enable Collapsible Outlines on the
*parent* of the list you want to appear and disappear,
and not on the appearing and disappearing sublist itself.
