collapsible lists

Hi, I have tried everything following instructions to a
tee, but can't get a collabsible list. I am using
frontpage 2002 and windows melenium. What could I possibly
be doing wrong. All I get is a bulletted list even when I
check off the enable collapsible outlines. Is there a
common error people make when trying to create a
collapsible outline? thanks Jerry
