Color changing when creating a PDF file from Publisher

I have a blue box (c=100 m=67 y=0 k=23) in Publisher. When I 'Print" to a PDF
using the PDF/X-1a:2001 Distiller Job Option, the build is changing to c=98
m=77 y=29 k=14. Does anyone have any idea what is going on here?
