Color Coding Outgoing messages

I know there's a way to color code messages going into my mail file. Is there
a way to make sure that messages I send end up in user's mail box color coded?

We have a corporate message mailbox that the big-wigs use to send messages
to everybody and they want to make sure those messages catch the eyes of the
employees.

Thank god, you can't color code outgoing messages. But you can create rules
on the receivers' side for handling incoming messages.

How would you do that without going into every single mailbox and/or trusting
the users to do so for us?

With Outlook 2007 you could use color categories, but you have to ensure
that everyone has the same set of categories. With that version it would
also be possible to create a rule by code, but you have to deploy that code
to everyone.

The easiest might be to write a good step-by-step guide for your users so
they can do what you want.
