Color Palette in Visio 2007

I was using Color Palettes in Visio 2003 and recently upgraded to 2007. It
seems like I no longer have the ability to select colors from my custom
palette. Oddly enough I can still edit my custom palette, just not use it.

I have quickly looked at Themes and don't believe they will work as I don't
want to change the color of all objects on my drawing at once. Is there a
apply theme to this object only option I'm missing?

Themes apply to everything on a particular page. You can right click on any
individual shape and opt it out of the theme. Also you can use the color
pickers to assign different parts of the theme to your shapes.

Yeah, I think I understand Themes...but what I need to do is use my custom
color palette. I have 16 particular colors I need to use in my drawing. I
have them defined in my custom palette as colors 0-15, and until I upgraded
to 2007, I was happily picking them from the color dropdown. Now I only get
Thematic colors and their variations as choices for colors. I guess I do get
the option to pick custom and specify again using the RGB values which of my
16 colors I want...and then they do show up as "recent colors", but I really
just want my custom palette to be available. If I could just redefine the
"Standard Colors" that would ge me closer.

Now you can create a custom theme to accomplish something similar. I think
you can get 10 colors into the theme.
