Color/photo are grainy in Publisher's Web Preview? Can I avoid?

I'm preparing a web site using MS Publisher. When I get a Web Page Preview,
the pictures and colors are very grainy. Is that what the web site will look
like when it is published to the web? Can I do something to make the
colors/photos sharper?
