Colored Border in Footer displaying as watermark/greyed out

Hello, I am creating a template document and want to create a dark brown
color border around each new page created. In order to do this I have
created this border within the headers and footers section so that it appears
for each new page. However, as you know, if you insert a picture within a
H&F it will appear as watermarked/greyed out and will print out as this. I
am having the same problem with my brown border color. How do I change the
settings so that it will appear and be printed out as not greyed out image?

You're confusing two issues. A picture inserted as a watermark using Format
| Background | Printed Watermark will in fact be washed out because that's
the way watermarks are formatted. But other text and graphics in or anchored
to the header, while they will appear dimmed while you are working in the
document body, will print in full color. Print Preview can be deceptive in
this regard (a bug), but I think if you will try printing you'll get the
desired results. There is no way to change the way the border is displayed,
however; that's just the way Word is designed to work.

BTW, you don't need to create this page border manually, as you can use
Format | Borders and Shading | Page Border to create a border on each page.
There are some limits to weight and placement, but you may well be able to
duplicate the border you created by hand.
