Can I change the font on an axis to a custom color? When I click on the
axis, then on the Font Color icon, the box has the main color palette, then
a horizontal line and 16 more colors, but no option for "More Colors" or
"Custom Colors".

No you can't. You are stuck with the Excel colour palette. But you can edit
the standard colour palette. In a worksheet, use menu item Tools-Options
then click the Colour tab. Select a colour and click modify.

You can change any of the 56 colours in the palette. Just remember that
this will change that colour wherever it is used in your workbook.
