Colour Customisation and Templates in Word 07

we have just created report templates. I am hoping to now include customised
colours in the tool bar (in the bucket icon), as I can do in normal new
documents. For some reason, I cannot use the colour customisation function
in the template document. Can anyone help?? Could it be something to do
with how/where the template is saved? At the moment it is saved to our server
as a .dotx document. Any suggestions would be greatly appreciated.

One possibility...

Is any sort of Protection applied to the template? If so it needs to be
turned off in order to make revisions. Also - no insult intended - but make
certain you have actually opened the template rather than a new document
based on it.
