Columns with a repeated form or label

What is a good technique to create a template that repeats in a two-column
format, like labels, that would allow for up to 150 words of text, per
"label"? The application is a document that will contain a list of training
vendors and their services, eventually to be indexed and cross-referenced.

Is there some reason you want to limit the text to 150 words. How big are
those labels?
