COM AddIn not available for all Users...

Hi guys.

I created a COM-AddIn for Visio 2003 in Visual Studio 2005. I took the
shared Office AddIn, disabled all Apps (only Visio stayed). I passed through
the wizard and I made the AddIn available for all users and let it start,
when the Visio-App is starting.
So, it's working for the first user that is installing the setup. When I
change the user account the setup is installed (system | software). But by
starting Visio, the AddIn is gone/not visible. What did i wrong.
