Com (DCOM Launcher) Issue?

When attempting to access Public Document or connect to a WSS site via
Projects in PWA, I receive the following message:

The documents, risks and issues features in Project Web Access use Windows
SharePoint Services. There is a problem establishing a connection with the
Web server running Windows SharePoint Services. Contact your system
administrator.

Users cannot use shortcut links that go directly to a page; however, if they
use PWA, via projects, to access their WSS Site, this works. As well, When I
click on the Public Document site within the SharePoint configuration page, I
am able to access the Public Document site.

In addition, I cannot create OLAP cubes because of a connection error.

I have tried everything recommended on this disscussion board:

Use the COM+ tool
Check on the permissions of the WSS admin account
Proxycfg
etc.

I have Project Server 2003 and WSS running on one server with SQL residing
on another server.

Everything was working fine until Service Pack 1 for Windows 2003 was
applied (I do not have any Project Server service packs applied - slap me
later; I know better :) When the W3 SP1 was applied, the system crashed and
the SP1 was hung in the system (event log said SP1 failed to install). I also
noticed that the new DCOM Launcher was not installed, which is what made me
suspect a DCOM issue.

After discovering this, I asked the Server Group to work on this. They ended
up calling Microsoft and found out that they needed to upgrade the firmware
on the machine before the SP would work. This was done and the service pack
was successfully applied. Still not working!

What have I missed in my troubleshooting attempts?
