Combine vertical and horizontal functional bands

I'm trying to work out what that would look like.
You can only have one cross-functional frame on a page, and the
horizontal and vertical frames are handled differently, one is of type
vtbandmgr and the other is hzbandmgr.
There might be a way to have a horizontal frame on one page and
vertical on another.

I suppose the simple answer is to add a separator, rather than a functional
band.
